Head of Software Engineering, Technical Architecture and Application Modernisation | Ministry of Justice
Kim Rowan is Head of Engineering, Technical Architecture and Application Modernisation at Ministry of Justice where she is responsible for defining and delivering the strategic development and continuous improvement of software development, testing, web operations and technical architecture. She is responsible for ensuring MoJ has the right culture, capability, performance and engagement of ~200 technical staff and contractors across the UK. Taking a leading role in recruitment, professional development, communities of practice and the creation and adoption of appropriate principles & standards, she also leads the Application Modernisation service area, formed to work on modernising MOJ’s legacy technology.
Previously, Kim developed her technical career at Cancer Research UK’s London Research Institute where she spent 18 years working alongside research scientists and operations teams designing and building a wide range of digital services to support their world class scientific research. She went on to lead the formation and launch of digital development at The Francis Crick Institute, Europe’s largest biomolecular research centre, based in London’s Kings Cross.
